Part 91, 131, 133 and 135 MOS transponder related amendments for flights in Class D CTA around Bankstown

The questions on this page are not directly relevant to aircraft operated under Civil Aviation Safety Regulation (CASR) Part 149 Approved Self-Administering Aviation Organisations (ASAO). The questions on the following page, CAO transponder related amendments for flights of sport and recreation aircraft in Class D CTA around Bankstown, are specific to the Civil Aviation Order (CAO) amendments, and the Part 91 Manual of Standards (MOS) amendment, relevant to these aircraft.

Policy

From 9 July 2026, VFR aircraft operating within the Class D control areas (CTA) above and surrounding Bankstown aerodrome (YSBK) must have and use an appropriate transponder. VFR aircraft operating solely within the Bankstown Class D control zone (CTR) will not be required to meet this requirement.

Background

Currently only IFR aircraft are required to have and use a transponder in Class D airspace.

The Class D CTA airspace above and surrounding YSBK is identified using the following labels in the AIP Designated Airspace Handbook (DAH):

  1. Bankstown CTA D1 (the Class D CTA above Bankstown aerodrome (YSBK) CTR)
  2. Sydney CTA D1 (contains the one way (outbound only) Woronora VFR route from the Bankstown aerodrome (YSBK) CTR which is still under consultation by CASA and, if decided to be implemented, would be confirmed by AIP SUP)
  3. Western Sydney CTA D1 (contains VFR routes to and from the Bankstown aerodrome (YSBK) CTR)
  4. Western Sydney CTA D2 (the Class D CTA to the north of Bankstown aerodrome (YSBK) above 1,500 ft AMSL)
  5. Western Sydney CTA D3 (the Class D CTA to the south of Bankstown aerodrome (YSBK) above 1,500 ft AMSL).

Although all the proposed MOS amendments below include the Sydney CTA D1 airspace, if that airspace is not implemented, the MOS entries would become irrelevant as there would be no airspace with this identifying label. CASA would at a later date amend the MOS’s to delete this unnecessary reference.
