Registration
1. Policy aim: CASA plans to introduce a national scheme to register all drones weighing more than 250 grams to monitor the safe and lawful operation of drones. Any drones 250 grams and under that are flown commercially will also need to be registered.

I dont think registering a drone will do anything for safety. I think the use of a drone (not the weight) should be the reason for registration. I think the sub 2K classification is a great and reasonable line in the sand. 99% of people will do the right thing. The other 1% will fall under the lack of knowledge and information banner OR be the ones that want to do things illegally.
2. Policy aim: CASA has exempted some drones from registration, because to register every drone would be complex, costly and potentially impose inconvenience on society, exceeding any safety benefit.

I believe it should be like a car licence. You register you for a class of vehicle (or crafts and or category) and it should be a one off cost. I don't believe we should keep paying to upkeep a register. Once you are a "registered operator" for a certain class then that's it until you want to upgrade and or change over to another class.
4. Policy aim: Drone registration is for one year, with annual fees due thereafter.

No, the age limit should read "A Competent" person so if a person 15yrs and 1mth wants to fly a small drone then he should be taught the rules....... limiting the age will encourage under age flying. And if a dad wants to register his 9yr old to teach him how to fly then the 9yr old would get the information and training from the accreditation process.
2. Policy aim: Accreditation will expire after three years.

No – accreditation should never expire
Comments
Your licence for your car does not expire so why should this. If you want to withdraw then you should be able to get off the list but accreditation should not have a sunset time frame nor further charges.
Registration and accreditation - considerations
1. Policy aim: You cannot register a drone unless you are 16 years of age or older. If you fly a drone weighing more than 250 grams and you are under 16 years of age you need to be supervised. The supervisor must be older than 18 years of age and accredited.
