On what way would this be stopping someone that is planning cause damage in this way from doing it regardless or registration of a drone. All you are doing with this is hurting hobbyist and small business operators.

Registration and accreditation - considerations
1. Policy aim: You cannot register a drone unless you are 16 years of age or older. If you fly a drone weighing more than 250 grams and you are under 16 years of age you need to be supervised. The supervisor must be older than 18 years of age and accredited.
