Proposed classifications

The proposal would introduce 2 new operational classifications: business transport and owner transport.

These classifications are intended to distinguish certain business-related and owner-related flights from air transport operations, while maintaining appropriate safety outcomes. The proposal seeks to establish clearer regulatory boundaries and provide greater certainty for aircraft owners, operators and pilots.

The following questions seek feedback on whether the proposed classifications are clear, practical and appropriately distinguish these operations from existing private operations and air transport operations.

Business transport

Business transport is where a passenger or cargo is transported to facilitate the main business activity of the aircraft owner or aircraft operator. The transport must contribute to that business activity or purpose and not constitute the purpose of the business itself.

Owner transport

Owner transport is a flight that is conducted for the recreational purposes of the aircraft owner, and operated by an entity other than the owner (the operating entity is the operator). The operating entity receives payment for the services provided.

Terminology
