Notification

Proposed approach

The proposal would require operators conducting Sector 2 and Sector 3 business transport and owner transport operations to notify CASA when they:

  • commence operations
  • make changes to previously provided information
  • cease operations.

The notification would be provided through a simple form and no CASA fee would apply (although operators who do not already hold an Aviation Reference Number may be required to obtain one).

The proposed notification requirement is intended to:

  • provide CASA with visibility of the scale and scope of business transport and owner transport operations
  • support risk-based safety oversight and allocation of resources
  • support safety communications and industry engagement activities.

Please comment on practicality and ease of implementation, administrative burden and compliance costs, expected benefits for operators and CASA, and any suggested improvements.

Transitional period

Proposed approach

The proposal would replace the current temporary exemption arrangements with a permanent regulatory framework. A transition period would allow affected operators time to understand the new requirements and make any necessary changes to procedures, documentation, training and operational arrangements before the new framework commences.

The following question seeks feedback on the amount of time that may be needed to support an effective transition.
