Policy topic 2 - AOC holders and managed aircraft

Proposed approach

The policy proposal emphasises that managed aircraft arrangements are common and that an AOC holder may manage and operate an aircraft on behalf of an owner for the owner's business or recreational purposes.

The proposal would allow these flights to be conducted as business transport or owner transport in certain circumstances, rather than under the AOC, while still requiring compliance with the applicable sector requirements and safety controls.

A key consideration in developing the proposal was ensuring clear accountability, responsibility for operational control and appropriate safety oversight. The proposal is intended to establish clear boundaries between air transport operations and genuine business transport and owner transport activities while maintaining appropriate safety outcomes.
