We are very supportive of the reduction in these stand-down periods so thank you for your consideration of this.
We raised the following critical suggestions in Recommendation 4 of our RAAA Paper titled LAME Shortages - Crisis and Opportunities. We are not trying to be greedy (I promise!) however it would be great if we could roll these 3 suggestions out at the same time. I believe that it would help significantly and then we can move onto other areas where we can help the industry. For information, we have discussed these at our Part 66 TWG meetings and the members were happy to support these.
Permit Exams to be Re-Sat the Next Day in Some Circumstances
This recommendation is in line with this current consultation and we are very grateful for the reduction in the stand down periods.
It would be great if we could allow exams to be re-sat as early as the next day if the student’s mark is between 65% and 74% as this suggests that they have failed by only a few questions.
This would be in line with the pilot exam process as they are permitted to re-sit exams the next day, regardless of exam result.

Post the meeting that we had with the licencing team in your office last year, there is a thought that we cannot do this. The reality is that we can as we have done it before. Granted that there may be some admin burden to reinstate this however this will be small compared to the difference it would make, particularly for those who are more mechanically minded than academic and/or those who struggle to retain information for (like most of us) in some circumstances for up to, or more than, 2 years to do one exam at the end.
There has also been a concern regarding the additional costs to sit the exams post each subject. If I were a betting person, I would bet that 99.999999% of people would still choose this option as it means that they do not have to remember the content of each module subject for this extended period.
Permit Open Book Exams
This is not a free pass of course and the student must still know their content and study material however it could help them to correctly respond to a question when two or more of the answers may be very similar, as is often the case.
Allowing open book examinations is in-line with engineering principles whereby engineers are legally not permitted to commit any maintenance task to memory so that current maintenance data is always referred to prior to conducting maintenance.
In summary, there are many thoughts on the impact of implementing these recommendations – some are pro and some are not. What I know is that generally those who do not support them do not employ apprentices or are an apprentice and/or use the old “I had to know my basics so why should we make it easier” … blah, blah, blah). I am confident that we will get everyone on board, we just need to plant the seed and let it grow.
This is about getting competent people licenced ASAP, afterall.
