I think TAWS A is unnecessary for the class of aircraft in question. I will use the C208B for example, fitting a TAWS A system would be a very expensive exercise because of the additional modes, like flap position - some sort of sensor would need to be fitted to the flaps as the aircrafts standard indicator is mechanical.
I don't believe the additional modes of TAWS A will increase safety on these smaller aircraft.
All IFR aircraft should be fitted with some form of terrain system, most Garmin avionics have a terrain function but very few owners update the databases and some even disable the system as it is not required equipment.
