That aircraft flown on private property approved by the owner permitted to fly without registration.
For example. Flying on a relatives farming property within their boundaries.

Some kids can fly model aircraft from the age of 8, most will start getting a solid interest at 10 to 12 and can be taught to take risk assessments, ensure equipment reliability and safety. Would possibly be able to take the accreditation at 12.

There is no age limit on sitting the amateur radio license and we actively encourage it in Scouting at Cub level (8 to 11 years). It would be really advantageous to support a solid STEAM activity such as model radio controlled aircraft (RPA) building and flying at this age level as well.

Does not define how the recreational builder and pilot fit within this clause, especially for recreational aircraft that may require registration.

Disagree with the specifications of a recreational RPA requiring registration and the benefit of safety this brings.

This proposal has financially excluded my children from the enjoyment of building and flying model aircraft that I experienced when I was their age. It's not the cost of the models, but the cost of regulatory compliance, which is still not guaranteed any way until they are 16.
This is one thing that can move them off of social media and into something that could kick start them into a worthwhile career that requires math engineering and imagination. My daughter (10 years) was looking forward to building a flying scale FW 190, but unless I keep it under 250gms (not possible really) it just can't happen without having to pay hundreds in fee's and waiting a few years.
And as a son of a pilot, and knowing some pilots, you cannot convince me this is all for safety.
