Proposed amendment to Part 121 MOS to replace expiring provisions and make minor changes - some relevant to Part 135 - (CD 2522OS)

Closes 10 Nov 2025

Change 1 – Remove RFFS requirements at EDTO ERA aerodromes within Australian territory

Policy Aim

The aim of this policy is to cancel the rescue and firefighting services (RFFS) requirement for the planning of extended diversion time operations (EDTO) en-route alternate (ERA) aerodromes within Australian territory, due to commence on 2 December 2025.

The proposed policy would continue the regulatory setting that has been in place since the introduction of EDTO in Australia. Presently the criteria used to determine the need for RFFS to be provided at aerodromes in Australian territory is based on passenger numbers.

Proposed Policy Change

The proposed policy would maintain, after 2 December 2025, the current situation where no RFFS requirements are necessary at EDTO ERA aerodromes.

Question 1: Do you agree with the policy aim of not requiring RFFS to at least MOS Part 139H RFF Category 4 or equivalent facilities available at EDTO ERA aerodromes in Australian territory?
Question 2: Do you agree that the proposed policy change achieves the aim of not requiring RFFS to at least MOS Part 139H RFF Category 4 or equivalent facilities available at EDTO ERA aerodromes in Australian territory?
