Proposed amendments to Part 139 MOS to incorporate amendments to Annex 14 Volume 1 (Amendment 15) - (CD 2507AS)
Overview
We would like your feedback on proposed amendments to the Part 139 Manual of Standards (MOS). These amendments enable the implementation of changes introduced in Amendment 15 to the International Standards and Recommended Practices, Aerodromes - Aerodrome Design and Operations (Annex 14, Volume 1).
We are also proposing to update the Part 139 MOS by removing obsolete requirements and adjusting elements associated with precision approach path indicator (PAPI) height, and matters associated with the experience and competence of aerodrome personnel. These proposed changes would replace existing rules and provide some additional requirements.
These changes are part of a global program to review and update aerodrome standards and operating procedures.
Proposed changes
Changes arising from Amendment 15:
- precision approach runway, CAT III definition
- objects or structures on runway strips
- dimensions of clearways
- location of holding positions
- distance of holding positions to runway centreline
- designation characters for taxi and apron markings
- naming of taxiway location signs
- sign size and location distances, including runway exit signs
- runway guard lights
- stop bars
- no entry bars
- siting requirements for CNS facilities
Miscellaneous updates:
- PAPI height
- aerodrome personnel
- transitional provisions (remove)
- grandfathering of new aerodrome facility developments (remove)
- application of Part 139 MOS to new aerodrome facilities (remove)

At the end of the response period, we will:
- review all comments received
- make responses publicly available on the consultation hub (unless you request your submission remain confidential)
- publish a Summary of Consultation which summarises the feedback received and outlines any intended changes and next steps.
All comments received on the proposed legislation will be considered. Relevant feedback that improves upon the proposed instrument will be incorporated into the final instrument.
