Why is there a need to carry electronic versions of a document during a flight within Australia? A better solution would be that the required documents can be accessed electronically as required using either local copies, via the web or be uploaded to an accessible database as required.

Regarding 91.790 Passengers—compliance with safety instructions by cabin crew subregulation 3 strict liability is inappropriate as any incident under this subregulation would be a matter of opinion / communication between cabin crew and the public. Incidents of overzealous actions by Cabin Crew are reported in the press and applying strict liability in such incidents have the potential to bring the airline and CASA into disrepute. Perhaps resolvable by defining how "an instruction" would have to be given & witnessed for this subregulation to apply.

Portable Electronic Devices (PEDs)

1. This proposal removes the prescriptive list of permitted portable electronic devices (PEDs) on flights. (regulation 91.145 of CASR)

As well as the safety of the flight the pilot should also be satisfied that the welfare and safety of the animal is considered and ensured.
