Comments
The only effect this change might have is to lead to the spurious belief that IFR pilots operating in VMC between 3000 ft and 5000 ft may have a reduced risk of conflict. The statement that aircraft may be operating at "random levels below 5000 ft" which includes aircraft on climb and descent, Airwork and IFR aircraft manoeuvring in VMC amongst others is perfectly true.
