I can concerned with the differentiation between RPT and Charter maintenance ... which has caused major costs regarding 42/145 ...

My main concern is that we have been operating under 42/145 for the last few years as we are RPT with 135 being proposed and open to comment, I was happy to see this proposal come out - which I was assuming was going to relate to 135 However it seems than "general aviation" no longer applies to passenger carrying ops? So if we've been told that 135 wont go under 145/42 ... presumably 121 will ..., and "general aviation maintenance" no longer applies to passenger carrying ops ... does this mean there could be 3 sets of maintenance rules for "general aviation" ? I.e., an organisation flying grand caravan (Part 121), normal caravan (part 135) and say a caravan doing aerial work ... could be under 3 different types of maintenance? This is sounding worse...!
