A totally disjointed system that has bits & pieces of legislation appended to each other that has become a confusing mess. There are stupid Australian AD's that have no basis in the real world (AD/PA32/42 is a classic example). Redacted text

2. What kind of issues and/or challenges are you currently experiencing in regard to general aviation, and how have they impacted you?

GA has been dying over the last 20 years. Bizarre decisions such as mandating the Cessna SIDS & ridiculous CASA only ADs (AD/GEN/87, AD/PA32/42 etc) are delivering the 'Last Rites'. Who in their right mind would mandate SIDS when the FAA considers it to be optional? & why are the Cessna AD's such as seat tracks etc still on the books if the SIDS are mandatory? It should be one or the other. I used to maintain 6 Cessna 150s, all have been withdrawn from service due to the cost of SIDS. I now have 2 on the books & 1 is a new customer. The horror stories that are put about by CASA in relation to corrosion & damage in Cessnas have certainly not been found in any machines I have maintained. All the death of GA has done is increase the uptake of RA-AUS aircraft. The entire bottom end of GA is being subsumed by RA-AUS registered aircraft to the extent that it constitutes half of our workload. The way the trend is moving (increasing the weight limits etc) there will be no VH registered small aircraft, they will have all migrated to the RA-AUS register.

3. Can you think of any opportunities that would improve our regulatory system for general aviation maintenance? For example, ways to reduce costs and red tape while maintaining a high safety standard. Please provide detail.

Throw the whole Australian system out & adopt the FAA system in total, without delay. Mostly all the aircraft in GA are from the USA & our having a separate, unique system is a major handbrake. For example, our GA Maintenance Licencing system is cumbersome, impenetrable, useless & expensive. The system does not lead to a Licence & is basically a scam to rip off money from students & therefore the Government. There is a shortage of LAMEs due to the defective training system.

It would rid us of the cumbersome, unworkable system that we have now.

None spring to mind.

2. New Zealand – CAA

a) What would you see as the main benefits in adopting the New Zealand model for regulating general aviation maintenance? Please detail.

They have GA in Europe?

Many, I suggest we run a mile & don't stop. There can be no possible benefit in adopting the EASA system. Most of the machines I have seen from Europe are LSA Aircraft in any case.

How many times are we going to go thru this consultation process? I recall going to a 3 day Maintenance Conference in Melbourne in the early 2000's. We banged on for 3 days, filled in reams of paper responses & it was all set for implementation (basically the FAA System). Then it went quiet & sank without trace. Then some genius thought we should adopt the EASA System & one result is the current AME Licence which is a complete cluster. Please just go to the source & adopt the FAA System.
