I believe that a risk based approach should be taken to the management of RPAS registration.
Today, people cycle around out cities on un-registered bicycles without training and without licencing.

Cyclist have rules , just as RPAS pilots have rules. The level of rule compliance for both these operations should be compared.

The likelihood and the consequence of cycling risk to cyclists and others are magnitudes greater than those small and micro size RPA- yet there is a fixation on "drones" perhaps because they are new and unfamiliar.

the purpose for which work is done is not relevant to the risk of the operation. Flying over my house to look at my own roof, or doing the same over a customer's house for $10 is not a different operation.

Training and registration should be required based on consequence and likelihood of the risk.

Should the introduction of geo-fencing be mandated?

Yes Geo-fencing is a good defensive measure that meets the likelihood and consequence model. I operate a DJI RPAS and it is already geo-fence managed.
My model won't fly into a restricted area. Recently in france, I flew along a boundary of restricted airspace. the Drone warned me that I was approaching a no-fly-zone (which I was already aware of) and I carefully monitored my tracking..

What should be done about 'counter-drone' technology?

Counter drone technology should only be employed in areas where the no-fly-zone is clearly promulgated (CASA's drone app) If operators then enter the area, they should expect intervention including confiscation.

Specify any particular aspects of counter-drone technology or its potential uses to which CASA should be devoting more attention.
