Registration should be free however those who intend on breaking the rules will choose not to register their RPA unless registration is required at the point of purchase which is highly unlikely. In the end all you have is a group of pilots doing the right thing paying to fly their RPA's within the safety guidelines while those breaking the rules are saving money

I think the public needs a better understanding of their rights to privacy. There are many cases where legal drone activity may make them feel uncomfortable but it is not breaking any laws. Satellites, google maps, telescopes and low flying aircraft are all in the same scope so long as a drone operator is not literally hovering over your back yard or outside your windows
