I think that 99.9% of RPA operators and owners are law abiding persons and do everything they can to abide by the law, but there are a very small percentage of people who see drones as a means to annoy and intrude on others and if that person is intruding onto military bases, airports or other highly controlled places then yes, something needs to be done to stop them.

95% of the time, people flying FPV though a video link there is no way they could see anything classified, and even if it was 4 meters away you can't see a number plate.

I think every effort to find and speak to the person should be taken, and in a respectful but firm manner.

Specify any particular aspects of counter-drone technology or its potential uses to which CASA should be devoting more attention.

CASA attention to c-d use
I think the best way to stop people flying where they should not is to give them more places the CAN fly!
For example who would risk a fine for flying over their neighbors when there is a perfectly legal drone park down the road?

I think it is a very hard area to police, and you are doing a good job with it I think.
If you, say in the future set a law like in the US with the 250g limit most people will just dodge it like they did in the US!
So just be careful with how far you go.
