A balanced approach is most reasonable in all situations. Registration of RPA should continue in line with current the CASA criteria.

I believe private use licences have their place in the RPA community. As with similar requirements for the safe operation of other vehicles I believe private licences for the operation of drones over 200g weight would be well received. Most drone operators do not view a commercial licence as a viable option for something that is simply a hobby.
A licencing system similar in structure to a Recreational Skippers Ticket would match public demand and expectations.

Should the introduction of geo-fencing be mandated?

I think CASA is mostly on track with it's balanced approach. In the coming years as the skies open up to the greater public there will be a lot of resistance from the "old guard" who have had monopoly for so long. No doubt groups with special agendas will collaborate and seek to halt progress. I hope CASA can remain impartial while allowing responsible and open access for all.
