As a pilot flight instructor, I have discussed with other pilots who agree with the following:

- Drones/RPA's should only be sold by designated hobby shops.
- All prospective owners should be required to apply for an ARN.
- On receipt of the ARN, the owner should be mandated to attend a training course (1/2 day) by CASA or a 3rd party delegate to educate on drone laws.
- On completion of the course, the owner is able to take possession of the drone, which is registered by a serial number/registration plaque on the drone to the owners ARN.
- This will make RPA owners responsible for any action or inaction, and easier for CASA to pursue.
- The above is at the cost of the RPA operator and will hopefully weed out any irresponsible owners.
