Registration is a good idea - if it is reasonable and meaningful. I am also a GA pilot and a Balloon Pilot so I have / had to deal with CASA and despite the best intenions, it is very cumbersome.

For those who are already flying (GA/RA AUS/ Model Aeroplanes / etc) and have had a drone for a long time - paying $7,000 and sit through a week of training is probably of no value and hence a show stopper.
I wouldn't mind more training - but I can't spend a week off work just so that I can legally fly a drone.
For beginners, this is definetly a bigger issue.

Establishing a trained base of skilled pilots (early adopters) and allowing a VOC type training, it would be a easy to give people training and let them get into it.

For Example - in Heavy Earthmoving Equipment and construction - the Licence / Ticket model was replaced by a VOC model.

Should the introduction of geo-fencing be mandated?

Too many risks with very little benefit.
DJI have introduced the NO GO zones into their software so that you can't fly in restricted areas and that makes sense - but flying against an invisible curtain does seem a bit harsh and dangerous. It also sounds very expensive and difficult to manage.
You want more responsible and educated pilots who do the right thing not more technology that can fail
