Large majority of recreational RPA are self built and rather small in size and weight. They have very limited range with no fixed required component. To enforce a registration on such craft isn't practical.
However the pilot for such RPA should need to be informed of the regulations to be safe. Thus personally I believe have a "license test" is a good way to keep the operators in the know.
This registration process should be cater for different classes of RPA the operator intended to use. Such as a basic introduction course and a online test for small size recreational operators, but have training courses only for larger commercial operators.

I believe for most recreational operators who intend to operate small crafts should only require a regulation knowledge test. Most new comer to operate RPA do not even know there is regulation by CASA. This needs to change

Should the introduction of geo-fencing be mandated?

This can be enforced to off the shelf RPAs. But for racing drone operators like myself, there is no such possibility. Our RPA are usually too small to even carry GPS and geofencing capable equipment

What should be done about 'counter-drone' technology?

Provide your views on the ways in which counter-drone technologies should be managed and in what circumstances they should be used.

It should be used to counter the threat and unlawful use of RPAs, I would be more than happy for the enforcement body, police or emergency services for example, to possess it. But not publicly available

Specify any particular aspects of counter-drone technology or its potential uses to which CASA should be devoting more attention.

CASA attention to c-d use
This technology needs to be able to safely bring down most type of RPA without endangering the public. RF jamming will not work for all RPAs, majority of recreational drones will simplify fall out of the sky and may hurt people on the ground.

The world of RPA is changing very quickly, therefore CASA needs to fully understand the industry.
I like the way CASA turned to the public for opinions and possible solutions to better regulate RPAs. It's in my view the best way to catch the ever changing world of Drones

If CASA is going to require all recreational operators making registration. Then such registration needs to be low cost and easily accessible. Lower the barriers
