As someone who builds/dismantles my own racing (sub 1kg) quadcopters on a near weekly basis, a registration "By RPA" seems extremely unreasonable. Not to mention drones have no VIN or specific integral part to be registered. Any part of a drone could be replaced, even the frame / frame parts may be replaced weekly. For example guns use the lower receiver to be identify which part is truly "the gun", cars use the body, drones do not have that same identifying feature. Some off the shelf drones might be applicable to this like a Phantom, but certainly not all. Even if registration was free per drone, the hassle of doing it so frequently would probably mean it getting neglected.

Keep doing what you're doing. Maybe just regulation clarification if anything. Integrating it into the Safe to Fly app would be nice.
