Introduction of proposed safety standard - community service flights

The proposal introduces minimum CSF pilot experience, licensing and medical requirements, requirement of flights at night to be conducted using instrument procedures instead of visual procedures and requires slightly enhanced aircraft maintenance requirements, in line with other operations within Australia involving similar participants.

I fly community flights with a charity and without a charity. I do not understand the need to differentiate between these two types of flights. For example, I have flown an ill man for a last visit to his home town. This was without a charity being involved. The introduction was through a colleague. I have also flown a cancer patient from a remote town into the city for treatment. A charity provided the introduction. What is the difference? Creating regulatory burdens for charities helping country people is surely not CASA's intention but will be the result.
