I am a commercial pilot with an instrument rating. I did previously hold a night VFR rating.
I think night VFR is a dangerous qualification particularly where pressure is on to provide a service by a pilot who has not had commercial experience.
An IFR rating for night is a must.
I do not think a commercial license is necessary but a minimum of 1000 hours PIC would be reasonable.
A class 2 medical I feel is sufficient
