There is no difference between a PPL pilot transporting passengers from A to B for charitable purposes, and a PPL pilot transporting passengers from A to B for recreational travel. If the current safety and maintenance requirements are sufficient for any PPL flight, then why should they have to change.
Perhaps you are not aware that the standards that are required presently cause significant expense to the pilot, and these expenses are causing a significant decline of hours flown, and a decline of pilots who are flying at all. Any pilot willing to absorb significant cost for the improved quality of life of others deserves an award, or at least a significant discount of current expenses.
No action should be taken to increase cost to such a pilot.
If the requirements are changed and the standard raised it MUST be undertaken in such a way that the is NO INCREASED COST. Any increase of expenses or erroneous requirements will reduce the amount of available flights.
